* The Quality Professional license allows you to create requirements and requirement collections, but the following operations require an Analyst license:

The Cloud is delivered in 2 Tiers, the Professional Tier, and the Enterprise Tier. For Professional Tier you need to have at least 5-100 Unique/Authorized Users or 5-40 Concurrent Users. For the Enterprise Tier, you need to have over 100 Unique/Authorized Users or over 40 Concurrent Users.
